We invite you to familiarize yourself with the plans for issuing stamps and postcards with a printed postage mark.
Anyone can design a postage stamp. Each of us can therefore influence the type of stamps issued. However, it's important to remember that the principles of postage stamp issuance policy, consistent with the Universal Postal Convention, stipulate that the themes in the postage stamp issuance plan should be closely linked to the cultural identity of our country and encompass, above all, events of at least national significance.
Preparing the annual stamp issuance plan is a complex process, requiring work to begin well in advance. We accept proposals for topics for the stamp issuance plan by June 30th each year, two years in advance of the stamp's issuance date (in accordance with the Act of November 23, 2012, Postal Law, Journal of Laws, item 1529). Several hundred thematic proposals for the stamp issuance plan are submitted each year, and all are carefully considered.

The principles of postage stamp issuance policy, consistent with the spirit of the Universal Postal Convention, stipulate that the themes in the postage stamp issuance plan should be closely linked to the cultural identity of our country and encompass, above all, events of at least national significance. Proposals may include:
- Poland's cultural and historical heritage, including facts from modern history,
- important anniversaries and jubilees (50th anniversaries and their multiples),
- outstanding figures,
- special events and achievements of outstanding figures of socio-cultural life that promote Poland on the international stage,
- natural, geographical, scientific and technical, sports, youth and children's and religious topics.
The submitted thematic proposals are reviewed by a special Committee appointed by the Management Board of Poczta Polska SA. The criteria for evaluating the proposed themes are defined by the Principles of Postage Stamp Issue Policy, as well as the assumptions for the philately strategy, implemented from a multi-year perspective. Each theme is considered in great detail and analyzed in light of previous stamp and postcard issues. The Committee's selection is guided by customer expectations, particularly those of the philatelic market. The annual stamp issue plan includes 30-40 themes. After reviewing the submitted thematic proposals, Poczta Polska submits to the Minister responsible for communications a list of the themes recommended for the issuance plan for the given year, along with a justification, and a list of all submitted themes by January 31st of the preceding year. These recommendations specifically consider themes related to anniversaries of significant events occurring in a given year, and operational needs guide the number of themes and stamps within each item. Postage stamps are not merely philatelic assets, but primarily serve as proof of payment for a service provided by Poczta Polska. The Minister determines the stamp issuance plan for a given year by March 31st of the preceding year. Poczta Polska implements the issuance plan in accordance with the order in which the items are introduced into circulation. Poczta Polska has exclusive authority to develop and approve the issuance plan for postcards with a pre-printed postage mark for a given year.
Poczta Polska bears all costs related to the issuance of stamps and postcards, including: purchase of copyrights and/or licenses for graphic materials, substantive and legal consultations, printing of philatelic items, distribution and sale, and production of promotional and advertising materials.
