Information for customers who are recipients of shipments from non-EU countries

On July 1st of this year, an amendment to the VAT Act came into force, implementing the so-called VAT e-commerce package in Poland. As a result, new customs and tax obligations were imposed on the company. Poczta Polska became the entity submitting customs declarations, acting on its own behalf on behalf of the recipient of the shipment, i.e., as a so-called indirect representative.

Under the new regulations, upon arrival in Poland of a shipment with a declared value of up to €150, the postal operator reports it to customs authorities, acting on behalf of the recipient. The clearance process, which is the responsibility of the National Revenue Administration, results in the KAS (National Revenue Administration) charging customs and tax fees. Only after receiving information from customs officials about the amount the recipient is required to pay for the shipments can Poczta Polska proceed with delivery. The recipient is then charged the fees charged by KAS, as well as the postage fee for filing a customs declaration on their behalf, a fixed amount of PLN 8.50. The process culminates in the generation of a certified customs declaration message, which can be downloaded from emonitoring.poczta-polska.pl.

It should be noted that Poczta Polska , in accordance with applicable law, cannot release for delivery a parcel that has not undergone the complete procedure .

A system for submitting Postal Import Customs Declarations (ZCPP) was created specifically for the implementation of new EU regulations, which communicates with the Electronic Tax and Customs Services Platform.

We remind you that a properly completed customs declaration can shorten shipment processing time. Whenever possible, please advise shippers to include all required information in the customs declaration. If there are any doubts about the shipment's contents, customs inspections will significantly lengthen the waiting time.
