New customs regulations for shipments to Paraguay – obligation to provide the recipient's/importer's identification number
Poczta Polska informs that in accordance with the current regulations introduced by the Paraguayan postal operator – Dirección Nacional de Correos del Paraguay (Dinacopa) – there have been changes in customs procedures regarding the customs clearance of international postal shipments containing goods sent to this country.
To ensure efficient shipment processing and avoid delays in customs clearance, please read the information below.
Obligation to provide the recipient's/importer's identification number
For shipments addressed to Paraguay that are subject to customs control, it is necessary to provide:
- the addressee's identity document number, or
- RUC number (“Registro Único de Contribuyentes”) – the tax identification number of the recipient/importer.
This number should be placed:
- on the shipment address label, or
- in the appropriate field of the CN 22 or CN 23 customs declaration.
Since the paper CN 22 customs declaration lacks a field designated for this number, the recipient's ID number or RUC number can be entered anywhere, but it must be clearly marked as an ID number or RUC number. In the paper CN 23 declaration and in the electronic customs declaration, the number should be entered in the "Importer Reference Number" .
Requirement to attach a commercial invoice
The sender must attach a commercial invoice to each shipment of goods, in accordance with the requirements of the Paraguayan customs administration.
When the recipient/importer identification number is not provided by the sender
If the sender has not provided the addressee's identity document number or RUC number, the recipient can provide this data before sending the shipment for customs clearance to the following address: ead@correoparaguayo.gov.py

To avoid delays in processing shipments and ensure efficient customs clearance, Poczta Polska recommends sending shipments containing goods destined for Paraguay with complete recipient details, including the recipient/importer identification number.
