The first month of widespread operation of e-Delivery, operated by Poczta Polska, has passed. This service revolutionizes the exchange of official correspondence in Poland, enabling electronic transmission of documents with confirmation of receipt, marking the beginning of the end of paper advice notes and traditional registered letters.
As of January 30, 700,000 e-Delivery mailboxes had already been installed. This means that 700,000 entities and individuals in Poland are sending and receiving registered letters online. From January 1 to 30, over 5 million parcels were sent using the e-Delivery system . Most of them were sent as part of the Public Hybrid Service (PUH) . This service involves a registered letter being digitally sent by the office, then printed by Poczta Polska (Polish Post) – under conditions ensuring the highest level of security and anonymity – and then delivered traditionally to a citizen who is not yet using the e-Delivery system. Poczta Polska expects the service to steadily grow in popularity.
During the system's first month of operation, limited technical difficulties were encountered, primarily related to the integration of external systems. Thanks to effective collaboration and rapid response, most issues were resolved. The statistics are crucial: of the 5 million messages sent, the system rejected less than 0.5%. During this period, 1,297 complaints were also received, of which only 40 were found to be justified. These statistics demonstrate that the e-Delivery system is working well and streamlining communication.
As of January 1st, e-Delivery has become mandatory for many public institutions, such as local governments and tax offices, as well as for professions of public trust (e.g., attorneys and legal counselors). This means that these institutions and individuals must now use e-Delivery to send and receive official documents. For citizens, using the system is voluntary.
The legal basis for the e-Delivery system is the Act of November 18, 2020, on Electronic Delivery. This Act regulates the operation of the public e-Delivery system, which aims to improve communication between citizens, businesses, and public administration. The system is constructed based on detailed guidelines from the Ministry of Digital Affairs.
The e-Delivery system operates on the principle of equivalence to traditional delivery, meaning that the delivery of an electronic document has the same legal consequences as a paper document. As the designated operator, Poczta Polska ensures the security of the entire system, ensuring its proper functioning.
Poczta Polska continues to implement the e-Delivery system, according to a schedule that assumes a gradual extension of the obligation to use the system to all businesses and encourages citizens to set up Electronic Delivery Addresses (ADE) .
Using the ADE mailbox, you can also activate the e-Polecony and send and receive e-Registered letters. Unlike e-Delivery, which is intended for electronic communication with public entities, e-Registered letters are used for correspondence between non-public entities (e.g., between two individuals).
