Poczta Polska is updating its e-Delivery price list. Changes effective October 5th.

Effective October 5, 2023, fees for e-Delivery, i.e., the public registered electronic delivery service (PURDE) and the public hybrid service (PUH), will be modified. Prices for PURDE and PUH services were set in accordance with the methodology specified in the regulation on setting fees for forwarding correspondence using PURDE and PUH and were approved by the President of the Office of Electronic Communications (UKE). PURDE and PUH services have been operational for almost two years and are available to anyone. Since then, over 155,000 electronic delivery addresses have been established.

e-Delivery was introduced by the Act on Electronic Delivery (UoDE), the provisions of which entered into force on October 5, 2021. The Act specifies not only the rules for using the public registered electronic delivery service (PURDE) and the public hybrid service (PUH), but also the obligations of the Designated Operator, which is Poczta Polska until 2025.

Poczta Polska, as a designated operator, is obliged to provide public services in accordance with the Postal Act, i.e.:

  • PURDE – a so-called trust service that involves sending messages between two parties, i.e., the sender and the recipient, via a trusted third-party IT system. This system ensures the security of the message, its integrity (unchangeable from the beginning to the end of the service), provides evidence for this process in a form that prevents denial of participation in the process, and ensures the precise timing of individual events (sending, pre-notification, receipt). The service is available to both public and non-public entities;
  • PUH – a service involving the acceptance of a shipment of correspondence in electronic form, its automatic printing and enveloping, and its subsequent transport and delivery in paper form. This hybrid service, in the electronic portion of the process for registered shipments, provides, similarly to the registered electronic delivery service, evidence related to the use of transmitted data, including proof of sending and receiving the data, while simultaneously protecting the transmitted data against the risk of loss, damage, or any unauthorized modification. Only a public entity can be the sender of PUH .

The prices for PURDE and PUH services were set in accordance with the methodology specified in the Regulation on setting fees for transmitting correspondence using PURDE and PUH and were approved by the President of the Office of Electronic Communications (UKE). In accordance with the Regulation, a price list for the public registered electronic delivery service and the public hybrid service was developed, with net fees of PLN 4.40 for PURDE and PLN 6.95 for PUH. As a result of the changes to the PURDE and PUH price lists, as of October 5, 2023, the price list for additional parameters for the public hybrid service will also change.
