Poczta Polska is investing over one million zlotys in printers and is preparing to provide e-Delivery services.
Poczta Polska, as the Designated Operator, in preparation for e-Delivery, has signed an agreement with Canon for the purchase of two high-performance, color, industrial printers for the Postal Printing and Packaging Centers in Łódź and Piła. The contract, which also includes a two-year equipment maintenance service, was signed in July of this year and is worth PLN 1.1 million net. Thanks to the new equipment, the company will be able to more effectively provide the so-called Public Hybrid Service.
Let us recall that on June 22, 2021, President Andrzej Duda signed an amendment to the Act on Electronic Delivery, according to which Poczta Polska will launch new public services from October 5 this year, i.e.:
- public registered electronic delivery service (PURDE) – the so-called trust service consisting in sending messages between the sender and the recipient via the IT system of a trusted third party, which ensures the security of the shipment, its integrity (unchangeability from the beginning to the end of the service), The service is available to both public and non-public entities (citizens and entrepreneurs).
- Public Hybrid Service (PUH) – a service that accepts electronic correspondence, automatically prints and envelops it, and then transports and delivers it in paper form to the recipient. Only a public entity can send PUH.
The new services provided under e-Delivery will replace traditional paper official letters with electronic correspondence. The Designated Operator, whose role is fulfilled by Poczta Polska, is to ensure the rapid and secure exchange of correspondence between state administration units and citizens and businesses. Services provided under e-Delivery will generate proof of posting and receipt, just like with traditional registered mail. The system is to be implemented in stages. Starting October 5th, it will be possible to set up a mailbox for electronic delivery. Government administration and institutions such as the Social Insurance Institution (ZUS), the Agricultural Social Insurance Fund (KRUS), and the National Health Fund (NFZ) will begin using this form of communication on July 5th, 2022. Local government units will join e-Delivery a little later – in accordance with the schedule specified in the Act. For those who, for various reasons, do not opt for the fully electronic service, Poczta Polska will provide a public hybrid service.
Poczta Polska assures that digital parcels printed as part of its public hybrid service will be securely and automatically printed, as will their placement in envelopes before sending. The company's specialized equipment is located in the printing center, a dedicated area with limited access only to those with appropriate authorizations. This means that company employees will not have access to official correspondence.
In accordance with the Act on Electronic Delivery, services provided under e-Delivery for citizens are provided free of charge.
"As the Designated Operator providing e-Delivery services, we will be subject to an independent audit for the provision of trust services. We guarantee the integrity and security of correspondence. This entire process will be confirmed with a qualified time stamp. It's also worth emphasizing that we guarantee the security and confidentiality of correspondence, even in the case of the public hybrid service. The entire process of printing and enveloping this correspondence will be automatic, " emphasizes Krzysztof Falkowski, Vice President of the Management Board of Poczta Polska SA.
The Printing and Packaging Centers, whose technological infrastructure is constantly being developed, constitute one of the most important links in providing the public hybrid service. This network will be responsible for producing and distributing electronically converted mail to paper. Thanks to the purchase of new, high-performance industrial printers, the centers will be able to print full-color at a resolution of 2400 x 2400 dpi and at a speed of 102 A4 pages per minute. The maximum monthly workload for a single device is 1,800,000 A4 pages. The new Canon equipment will enable faster and more efficient processing of correspondence printing and packaging tasks, and will also enable the company to expand its offerings in the printing services market.
As part of its expansion of printing and packaging services and the replenishment of machinery at its Printing and Packaging Centers, Poczta Polska invested in high-performance monochrome printers in 2019. The contract with Canon for the supply of equipment and maintenance services was worth PLN 2.4 million net at the time.
