Over 11 million digital shipments, increased security and the development of the e-Polecony service
Poczta Polska (Polish Post) is summing up the first quarter of its e-Delivery service rollout. Since January 2025, the system has seen significant user growth. Since the launch of e-Delivery, over 11 million parcels have been shipped through the system. These figures demonstrate the growing interest in Poczta Polska's digital services and confirm the system's efficiency and reliability, which is a key component of the country's security and resilience.
Nine million parcels were sent via the Universal Hybrid Service (PUH), and over two million via the Public Registered Electronic Delivery Service (PURDE). The Public Hybrid Service involves sending an electronic message to a citizen, for example, by a city hall, and then printing it out and traditionally delivering it by Poczta Polska (Polish Post) if the recipient has not yet registered in the e-Delivery system. The Public Registered Electronic Delivery Service is fully digital and operates when both the sender and recipient use the e-Delivery system.
Extending the obligation
As of January 1, the e-Delivery system has become a mandatory communication tool for public offices and professions (e.g., attorneys, legal advisors, accountants, etc.). This requirement is part of a broader plan to digitize public services, aimed at increasing the efficiency and security of document exchange between institutions, citizens, and businesses.
Expanding the scope of this obligation, from April 1, 2025, the e-Delivery system also covers businesses registered in the National Court Register (KRS). This is a step in the process of digitizing and modernizing communication between the public and private sectors.
The next stage of the implementation of the e-Delivery system will be its mandatory introduction from 1 July for entrepreneurs registered in the Central Registration and Information on Business (CEIDG) and those making changes therein.
Priority: safety
In the face of growing cyber threats, Poczta Polska is continually strengthening the security of its e-Delivery system. The use of advanced cryptographic mechanisms and TLS encryption guarantees the integrity and confidentiality of transmitted data. Thanks to the activities of an internal CERT team, which monitors the infrastructure 24/7, and regular security tests and vulnerability checks, Poczta Polska effectively counters cyberattacks. Such attempts have been identified and thwarted from over 40,000 IP addresses to date, demonstrating the system's strength and resilience.
e-Polecony service
Poczta Polska, expanding its digital services offering, also encourages the use of the e-Poleconyservice. The difference between e-Delivery and e-Poleconyis that in e-Delivery, one of the parties to the communication is always a public entity (e.g., a government office), and the service is free of charge. E-Polecony is the same digital delivery, but between non-public entities, e.g., a company and a private individual, two private individuals, etc. Thanks to the e-Polecony service, you can completely eliminate paper correspondence from your home or business.
How to activate e-Polecony?
Establishing an Electronic Delivery Address (ADE) is possible after submitting an application to the Minister responsible for IT. This can be done conveniently and without leaving home – via the gov.pl website . After creating an account, simply activate the public delivery mailbox (SD) and you can activate e-Polecony . After accepting the regulations, a Qualified Delivery Mailbox (SDK) is created in real time. From that moment on, you can freely use the service and communicate electronically and securely with other holders of Electronic Delivery Addresses (ADE).
The issuance of ADEs by the minister and the electronic address database (BAE) he manages ensure that we know exactly who we're corresponding with, as impersonation is impossible. Every user wishing to use the service must authenticate themselves, meaning they log in using an electronic identification device, such as a trusted profile.
