A revolution in communication. Poczta Polska introduces Q-Delivery
• Poczta Polska now allows the use of Q-Delivery, a new service offered as part of e-Delivery, i.e. registered electronic deliveries.
• Q-Delivery can be used by non-public entities, such as companies, entrepreneurs, associations, attorneys, and individuals, in communications with each other. Previously, the public service of registered electronic delivery could only be used in communications with public entities – public authorities, including local governments.
A new service within e-Delivery is now available – the Qualified Registered Electronic Delivery Service (RDE). Holders of an electronic delivery address (ADE) can quickly and conveniently activate the new service in the additional services panel. With Q-Delivery, you can also use your Electronic Delivery Address (ADE) to correspond with individuals and businesses, among others. This service complements the Public Registered Electronic Delivery Service (PURDE), which has been in operation since October 5, 2021, and is used for electronic communication with public entities.
Registered Electronic Delivery (RDE) is not email. What advantages does RDE have over conventional electronic messages?
Registered electronic delivery services are so-called trust services, which are subject to strict European standards and regulations. They are used in other European Union countries, such as Denmark, Estonia, the Czech Republic, France, Italy, and Spain. Shipping between the sender and recipient is handled by the IT system of a trusted provider, which, after passing an external audit by a company accredited within the European Union, can apply for inclusion on the list of trusted service providers. The system ensures the security and integrity of the shipment, as well as evidence of individual events, which are provided with a qualified time stamp and secured with the provider's qualified electronic seal.
How to activate Q-Delivery?
Establishing an Electronic Delivery Address (ADE) is possible after submitting an application to the Minister responsible for IT. This can be done conveniently and without leaving home via the gov.pl . After creating an account, simply activate the public delivery mailbox (SD). Click the additional services panel to activate Q-Delivery. After accepting the regulations, a Qualified Delivery Mailbox (SDK) is created in real time. From this point on, you can freely use the service and communicate electronically and securely with other holders of Electronic Delivery Addresses (ADE), the number of which will increase over time.
The issuance of ADEs by the Minister and the electronic address database (BAE) managed by him guarantee that we know exactly who we are corresponding with; there is no possibility of impersonation. Each user wishing to use the service must authenticate themselves, i.e., log in using an electronic identification method, such as a trusted profile.
Simplicity and speed of use
Creating a new message is very simple. Simply add the recipient for electronic delivery, enter the subject and body text or attach an attachment (the maximum message size is 10MB), and send. If the sender does not have a written agreement with Poczta Polska, they can go to the "to pay" folder and conveniently pay for the shipment using a convenient payment method via the payment gateway. The message is placed in the "sent" folder, where proof of shipment, including dispatch, pre-notification, and receipt, is displayed next to the message.
The recipient receives a notification of a new shipment to the email address provided for notification. After authentication in the Qualified Delivery Box (SDK), the message is displayed in the notifications tab in the "Received" folder, waiting for acceptance or rejection. If the receipt is accepted, it appears in the shipment tab, where the correspondence and supporting documents for that shipment can be viewed. Messages, along with supporting documents, can be downloaded to your local drive.
In the Qualified Delivery Box (SDK) it is possible to create your own address book with contacts to facilitate sending correspondence.
Additionally, if the entity runs a business, it can use the "Sign a contract" option and provide its contact details in order to conclude a contract, and thus pay for the shipped shipments once a month, after receiving the invoice.
