UKE announced the results of the competition for the designated operator for 2026-2035
Poczta Polska will continue to provide universal services for the next 10 years – from 2026 to 2035. The decision was made by the President of the Office of Electronic Communications (UKE), who selected Poczta Polska in a competition announced on December 30, 2024. Postal operators meeting the requirements set by UKE were eligible to apply.
The President of UKE selects the designated operator, taking into account:
- maintaining the continuity of universal services;
- ensuring the required indicators of postal delivery times and the availability of universal services;
- the cost of providing universal services presented by the postal operator;
- ensuring the profitability of universal service provision;
- the tasks of the designated operator, including those performed for the purposes of defence, state security or public safety and order;
- the economic and technical capacity of the postal operator to provide universal services;
- the ability to effectively provide a public registered electronic delivery service;
- ability to effectively provide a public hybrid service.
The responsibilities of the postal operator designated to provide universal services include: providing domestic and international postal services, including letters up to 2 kg, parcels within Poland up to 10 kg, international parcels up to 20 kg, and parcels for the blind. It is also obligated to, among other things, maintain a sufficiently dense network of post offices, provide letter and parcel collection and delivery services at least five days a week, ensure access to mail for people with disabilities, cooperate with state agencies in crisis situations, and organize field mail.
In addition to universal services, the subject of the competition were also PURDE (Public Registered Electronic Delivery Service) and PUH (public hybrid service) services.
