Changes in customs duties for purchases of goods from outside the EU from 1 July 2026.

From 1 July 2026, regulations regarding shipments
of goods purchased outside the EU (e.g. on foreign online platforms) will change throughout the European Union.

Legal basis:

COUNCIL REGULATION (EU) 2026/382 of 11 February 2026 amending Regulation (EC) No 1186/2009 as regards the abolition of the relief from customs duty on grounds of low value of the consignment

What does this mean for the customer?

  • for shipments worth up to EUR 150 (sale) an additional customs duty will be charged,
  • the customs duty will be 3 EUR for each type of goods in the shipment (customs tariff code*).

What does "type of goods" mean?

Each product is assigned a customs tariff code (HS/CN), which identifies its type.
In practice, this means that customs duties are charged separately for each type of item in the shipment.

This means:

  • if you order several identical goods in one shipment (e.g. 3 T-shirts) → the fee will be 3 EUR,
  • if you order different products in one shipment (e.g. 2 T-shirts + a mug) → the fee will be 6 EUR, because both the T-shirts and the mug have different customs tariff codes (i.e. 3 EUR fee for two T-shirts + 3 EUR fee for the mug)

Is there any change in receiving the parcel?

NO.

  • Poczta Polska will continue to carry out customs clearance of shipments imported to Poland,
  • If necessary, recipients will continue to receive notifications about the need to complete documentation in order to complete the customs declaration,
  • customs duties and taxes will be collected from the recipient upon delivery of the shipment,
  • The method of receiving the parcel does not change.

Parcels containing gifts remain unchanged

Occasional shipments (gifts) worth up to €45 sent between private individuals will continue to be exempt from customs duties and taxes.

Why is the EU making changes?

The changes are part of the reform of the EU customs system and are aimed at:

  • limit the undervaluation of shipments,
  • ensure fair competition between non-EU sellers and EU entrepreneurs,
  • increase controls on goods imported into the EU.
